About the method
DLMM assesses enterprise transformation across strategy, capabilities, solutions, governance and business innovation. It became part of MIIT’s digital transformation standards implementation pilot in 2023, with online diagnosis and star-rating assessments.
Geographic adoption and scale

- China; online diagnosis covers 31 provincial-level regions and sectors including manufacturing and energy.
- Scale
- Reported in March 2025: related online diagnostic services reached over 130,000 enterprises. By May 2025, 1,083 enterprises had passed DLMM star-rating assessments.
The programme committee reports DLMM-based diagnostic systems covering over 150 cities and 130 subsectors. Online diagnosis supports baseline reviews and benchmarking, while star-rating assessments follow a separate process. The 130,000-plus reach is not a count of star-rated enterprises.

Five maturity levels—Standardized, Scenario, Domain, Platform and Ecosystem—subdivided into ten bands.
